Bargate Submits Outline Planning For Up To 180 Homes on Outskirts of Winchester
Hampshire-based housebuilder Bargate has submitted an Outline planning application for up to 180 homes on the outskirts of the historic city of Winchester. The 13.11 Ha (32.4-acre) site would deliver a highly sustainable residential development, making a meaningful contribution to the Council’s housing land supply.
Currently underutilised as arable land, the prime site is located off Salters Lane, bounded by Stockbridge Road to the north and Dean Lane to the south. Winchester railway station is under two miles away and there is an established residential community opposite the site entrance which extends across west Winchester.
Bargate proposes that approximately 50% of the site is designated as open space, creating a maintained asset for local people as part of this landscape-led development. Up to 40% of the homes would be allocated for affordable housing, to be delivered through Bargate’s parent company VIVID. Development of the land could also help Winchester district to deliver a new 20-Minute Neighbourhood, due to the proximity to education and mixed uses on public transport and walking/cycling routes.
Masterplanning specialists Mosaic and multi-disciplinary firm tor & co have worked alongside Bargate’s in-house team to undertake extensive pre-application discussions with Winchester City Council and Hampshire County Council. A public consultation event also took place during the summer to gather feedback from local people about the plans.

Bargate’s plans for the proposed Salters Lane development include a mix of home designs and tenure. The new homes are to feature garages, with parking generally provided on-plot. Additional visitor parking is incorporated within the indicative site plan.
All homes would be built to a high EPC rating and include green technologies as standard, such as solar PV panels, air source heat pumps and EV charging points. The proposed material palette for the homes has been inspired by the context in west Winchester, in terms of the local built form, but also cues from nature.
