The Housing Network, a specialist housing and homelessness organisation working with local authorities, government and partners to deliver supported housing and accommodation services, has appointed Yvette Carter as its new chief operating officer.
Yvette brings more than 20 years’ experience across senior operational, commercial and executive leadership roles, with a strong track record of delivering complex housing and accommodation services at scale. Her background spans property services, repairs and maintenance, estate services and large public sector contracts, alongside extensive experience of operational delivery and service improvement.
In her most recent roles, Yvette led end‑to‑end operational services across tens of thousands of homes, overseeing day‑to‑day repairs and maintenance and driving large‑scale change programmes to strengthen performance and customer experience. She has also worked extensively with commissioning bodies, combining commercial insight with a strong focus on quality, reputation and outcomes.

As chief operating officer, Yvette will be responsible for all core operational functions that support The Housing Network’s delivery model. Her immediate priorities include strengthening customer and service user experience, improving property condition and maintenance performance and ensuring staff have the right systems, tools and processes in place as the organisation continues to grow.
