Wates Residential has been appointed by Trivallis as development partner for the transformational regeneration of Penrhys in Rhondda Cynon Taf, marking a major milestone in one of the most significant housing-led regeneration programmes in Wales.
The appointment follows a year long competitive procurement process, with Trivallis confirming Wates as its successful bidder for the Penrhys Regeneration Project.
Penrhys has been identified by Trivallis and Rhondda Cynon Taf Council as a key regeneration opportunity, with long term plans to create a renewed, sustainable community, delivering hundreds of new homes, improved public spaces, community facilities and infrastructure investment.
The appointment represents an important step forward for a project that has been several years in development. Trivallis first established its regeneration vision for Penrhys in 2021 and has since undertaken extensive community engagement, site investigations and masterplanning activity, alongside the procurement of a delivery partner. Savills ran the process as commercial advisor and Hugh James were the legal advisor.
As development partner, Wates Residential will work with Trivallis to refine and deliver the plans, helping bring forward high-quality homes and supporting the long-term transformation of the community. The partnership will initially focus on progressing Phase 1A of the regeneration programme, where planning proposals have already been submitted.
Louise Attwood, Executive Director of Development, Assets and Sustainability at Trivallis, said:
“Appointing Wates Residential is a landmark moment for the regeneration of Penrhys. Following a thorough procurement process, we are delighted to have selected a partner that shares our ambition to create high-quality homes and lasting opportunities for local people.
“This appointment gives us the confidence and expertise needed to turn our vision into reality. While there is still work to do before construction begins, we are now one step closer to delivering a development that will bring long term benefits to current and future generations.”
Dave Bullock, Wales Regional Director of Wates Residential, said:
“Penrhys is one of the most ambitious regeneration opportunities in Wales and we are delighted to have been selected by Trivallis as its development partner.
“Together we have an opportunity to create high-quality homes and lasting community benefits, while supporting the long-term future of Penrhys. We look forward to working closely with Trivallis, residents, Rhondda Cynon Taf Council and other stakeholders as the plans progress.”
Savills directors, Caroline Jones and Daniela Columbano, from the Affordable Housing Development teams commented that:
“We acknowledged from the outset of our instruction by Trivallis that procuring a developer with strong financial strength and significant residential development experience was instrumental to the success of the Penrhys regeneration project. We are therefore delighted that Wates has been appointed as approved Development Partner, after a thorough procurement exercise jointly run by Savills and Hugh James.”
The appointment comes at a time when housing delivery and regeneration remain a key priority in Wales. The Welsh Government has committed to delivering at least 20,000 additional social homes by 2030, with major regeneration projects expected to play an important role in increasing housing supply and supporting local communities.
The contract with Wates is expected to be signed in the coming weeks, after which work will move from the planning stage towards delivery. Discussions with Rhondda Cynon Taf Council are continuing as Trivallis seeks to secure planning permission by the end of the year.
